DescriptionThe Emergency Alerting System (EAS) is a messaging system that will be used to alert emergency personnel from a number of agencies, individually or en masse to any emergency throughout rural and regional Victoria via a personal messaging device.

The project is a multi-agency initiative to equip career and volunteer emergency services personnel throughout Victoria with alerting devices. The project will provide an alerting system for approximately 29,000 emergency services personnel from the Country Fire Authority, Victorian State Emergency Service and Rural Ambulance Victoria.

The EAS greatly enhances the safety of career and volunteer personnel and improves response times to emergency situations.

EAS functionality will:
    • enable all emergency services personnel attending an incident to instantly receive clear and comprehensive information in the form of up-to-date text through a personal messaging device that they can carry with them at all times;
    • give agencies the ability to simultaneously alert emergency services staff and volunteers to incidents through one message;
    • improve response times to emergencies through faster contact and dispatch of volunteers; and
    • upgrade alerting communications infrastructure in rural and regional Victoria on a par with metropolitan Melbourne.

The EAS project is part of the Government’s Statewide Integrated Public Communications Strategy (SIPSaCS), an overarching framework for emergency services communications. Along with the Mobile Data Network project and the Metropolitan Mobile Radio project, EAS forms a major investment and upgrade in technology infrastructure.

The contract with VEC Network Pty Ltd is to design, build finance and provide support and maintenance services to the system. The contract was executed on 8 June 2004 and the contract term is for seven years plus a two-year option for the State to extend.
