Public Sector Comparator

This original technical note (June 2001) provides detailed guidance on the construction and application of the Public Sector Comparator (PSC), which is essentially the government’s financial benchmark for the project. Also see Supplementary Note below.

Public Sector Comparator Supplementary Technical Note

This document (July 2003) builds on the initial Public Sector Comparator (PSC) Technical Note released in June 2001. It provides additional practical guidance in the form of ‘lessons learnt’ and a detailed hypothetical worked example on constructing a PSC.

Use of Discount Rates in the Partnerships Victoria Process
