| Description | | Peninsula Link is a 25 kilometre four lane connection between the Frankston Freeway-EastLink Interchange at Carrum Downs and the Mornington Peninsula Freeway at Mount Martha. Once completed, Peninsula Link will reduce travel times between Carrum Downs and Mount Martha to around 17 minutes, a saving of up to 40 minutes.
Peninsula Link will be delivered as a Public Private Partnership using an Availability model, meaning a private company will design, build, finance, operate and maintain the Peninsula Link, with Government providing quarterly payments for delivery of ongoing services based on key performance indicators.
The Southern and Eastern Integrated Transport Authority (SEITA) is managing the procurement of the road. Early works will commence in mid-2009 (via a separate D&C tender process for partial works at Lathams Road). The main PPP contractor is expected to be on the ground by December 2009, with completion expected in 2013.
In May, five consortia expressed an interest to develop the project and on 3 June 2009 a short list of three consortia were announced. They are:
- Connectsouth - John Holland, Fulton Hogan and Macquarie Bank;
- Southernway - Abigroup, Bilfinger Berger, Royal Bank of Scotland; and
- Connect11 Partnership - Thiess, McConnell Dowell and Commonwealth Bank
The project Environment Effects Statement (EES) has been completed and its outcomes will be included in the final project.
In October three bids were submitted and one currently being considered by the Linking Melbourne Authority. |
